The mayor signed without a vote because it falls under $1 million, a commissioner warns about splitting contracts, and the money goes to a park beside the arena. What Miami local press reported.
For years GTA VI has drawn on Miami. Since this week, Miami looks like GTA VI: the first physical piece of the campaign is in place. But the interesting part is not on the roof — it is how it got there.
The sign
On 19 September content creator Joel Franco filmed from the air as crews prepared signs downtown: some reading "Welcome to VI" and "Bienvenidos a VI", and huge letters spelling "Vice City". On the 22nd a helicopter lifted the pink and white letters onto the arena roof, with people watching live on traffic cams.
For now the sign is lying flat, facing the sky. As CBS Miami explained, it is meant to be seen from above: passengers landing at Miami International Airport get the view. It does not say "Grand Theft Auto", in line with what was agreed in Miami Beach.
How it was signed: no commission vote
This is the part gaming outlets missed. According to WLRN and Local 10, county mayor Daniella Levine Cava signed the deal using her authority to close contracts under $1 million without commission approval. $975,000 sits just below the line.
Commissioners heard about it mid-budget hearing, around 1:30 in the morning, when the mayor's chief of staff, Christopher Hudtwalcker, called it "the biggest cultural phenomenon of the year". He added one detail: there are negotiations for more signs at other county properties.
- Natalie Milian Orbis complained she learned from the Miami Herald that the county had discussed with Rockstar turning the airport into "Vice City Airport", wrapping a Metromover train and even manhole covers.
- Oliver Gilbert III went further, warning against doing a $900,000 deal, a $700,000 one and a $400,000 one with the same company so the commission never has to vote.
- Keon Hardemon, whose district includes the arena, backed it: he plays GTA and says the player chooses what to do.
The irony of it
Three weeks ago we reported that Miami-Dade sheriff Rosie Cordero-Stutz and commissioner Juan Carlos Bermudez signed a statement against any deal with Rockstar. It is here. In that same session, Bermudez moved that the sign money go to the sheriff's office to plug a funding gap. He withdrew the motion when the administration agreed to brief the commission before the next meeting.

Per documents reviewed by IGN, the sign stays up for a year or until the Heat's last home game of the 2026-27 season, 11 April 2027, whichever is later.
The airport, carefully
One local TV station, WSVN, says in a single line that the campaign includes rebranding parts of the airport as "Vice City Airport". The other sources present it as one of the ideas negotiated, not something done, and neither the county nor Rockstar has announced it. We treat it as unconfirmed until it is seen.
Can you see the sign from the street?
Not for now: it lies flat on the roof and is visible from the air.
Will there be more signs?
The county says it is negotiating more at other properties, and CBS Miami expects more advertising across South Florida in the coming weeks.
